I forward herewith a copy of the convention, but until a duplicate arrives, for which I have telegraphed, I should regard it as a favor if this might still be looked upon as belonging to my company.
The adherence of the Hong Kong Government to the International Convention will probably enable the Company permanently to lower some of its rates, and I have therefore the honor respectfully to solicit your favorable consideration of this proposal.
